Draws one arrow button, background and arrow, into its bounds.
Parameters
graphicsInstanceToDrawOnto- The bar's drawing surface.
drawingBounds- The button's bounds in the bar's client coordinates: a square as thick as the bar.
arrowPosition- Which way the button's arrow points.
currentControlVisualState- Whether the button is idle, under the pointer or pressed.
