Remarks
The user changes this by double-clicking a tab or by pressing Ctrl+F1, and an application can set it directly through DisplayState.

The user chooses it from the ribbon display options button in the window caption, and Ctrl+F1 brings the ribbon back.
ShowTabsAndCommands
The tab strip and the commands beneath it are both on screen. This is the default.
ShowTabsOnly
