Attaches a BinaryRibbonScreenTip to an element, with the timings a ribbon command wants.

Remarks
A screen tip can be assigned to ToolTip directly and will show. Setting it here does that and three things more, each of which has to be set on the element rather than on the tip: the tip shows while the command is disabled, which is the one moment a user most needs telling why; it stays on screen long enough to be read - WPF's default of five seconds is shorter than the descriptions a screen tip carries; it appears below the command, as Office places it, rather than at the pointer.
